Procedure for Attestation of Power of Attorney and Demand Letter for Pakistani Labor Recruitment

General instructions:

E-Visa facility can be availed by all the citizens of Romania and Republic of Moldova. Manual visas will no longer be issued by the Embassy. Before starting application in the relevant visa category, please read the following General Guidelines applicable on all types of visas:

  • According to the decision of Government of Pakistan, Manual Visa issuance has been stopped w.e.f. 31st January 2021.
  • Visa processing time is 07-10 working days.
  • If required, applicants may be called for an interview at the Embassy.
  • The passport of the applicant must have a validity of minimum 6 months at the time of visa application.
  • The applicant must be physically present in Romania and Republic of Moldova while applying for E-Visa.
  • Only original documents must be uploaded as mentioned in the requirements. No copies or emails will be acceptable.
  • A resident of Romania or Republic of Moldova cannot issue an ‘invitation letter’ to another Romaniaor Republic of Moldova nationals.
  • Holders of Romanian Diplomatic and Official passports are exempted from visa requirements for 30 days stay in Pakistan.
  • Third Country Nationals (foreigners resident in Romania and Moldova) can also apply for E-Visa by providing their Valid Romania/Moldovan Visa or Residence Card.

Business Visa:

The Government of Pakistan is issuing up to a 5 year multiple entry Business Visas to businessmen of the countries listed under the following link: (https://visa.nadra.gov.pk/business-visa-list-bvl/)

Visas of maximum duration of one year or required duration is issued to citizens of the countries listed in the following link:

In addition, the Government of Pakistan is offering Business Visa on Arrival to nationals of over 50 countries including Romania and Republic of Moldova (https://visa.nadra.gov.pk/business-visa-list-bvl/)

 

Diplomatic Visa:

Holders of Romanian Diplomatic and Official passports are exempted from visa requirements for 30 days stay in Pakistan.
Foreign Diplomats and Diplomatic Staff, resident in Romania, can apply for a Gratis Pakistani visa for their diplomatic assignments.

The applicants are required to upload:

  • Passport;
  • Passport size (2 in x 1.5 in) photograph with white background. The pictures should not be older than 3 months.
  • Note Verbale by the Sending State/Organization.

 

Family Visa:

Pakistani Origin Romanian citizens having valid Pakistan Origin Card (POC) do not need to apply for their visa since they have visa-free entry to Pakistan on POC.
Citizens of Romania/Republic of Moldova with Pakistani origin (not having Valid Pakistan Origin Card) and their spouse/children can avail this visa facility, provided their nationality is listed here (https://visa.nadra.gov.pk/electronic-travel-authorization-eta/)

The applicants are required to upload:

  • Passport
  • Passport size (2 in x 1.5 in) photograph with white background. The pictures should not be older than 3 months.
  • POC (as a proof of family linkage for the spouse/children not having valid POC);
  • Marriage Certificate or Birth Certificate;
  • Proof of Pakistani origin (POC/NICOP/Passport/Renunciation Certificate).
  • In case of children, proof of Pakistani origin of either of the parents;
  • Proof of residence in Romania/ Republic of Moldova;

 

Tourist visa

Tourist visa can be applied by all the citizens of Romania and Republic of Moldova. Third country nationals living in Romania and Republic of Moldova, included in the list here (https://visa.nadra.gov.pk/electronic-travel-authorization-eta/) are also eligible to apply.

The applicant is required to upload:

  • Passport
  • Passport size (2 in x 1.5 in) photograph with white background, The pictures should not be older than 3 months
  • Invitation Letter from a sponsor in Pakistan or a hotel booking;
  • For Third Country Nationals (foreigners resident in Romania and Republic of Moldova), submission of Valid Romanian Visa or Residence Card are mandatory.

NGO/INGO Visa:

 

All NGO/INGO officials, staff and their family members posted to Pakistan are eligible to apply for this visa.

The applicants are required to upload:

  • Passport;
  • Passport size (2 in x 1.5 in) photograph with white background. The pictures should not be older than 3 months.
  • For Third Country Nationals (foreigners resident in Romania and Republic of Moldova), Valid Romanian Visa or Residence Card;
  • Invitation Letter by the Concerned NGO/INGO
  • Proof of Valid Registration of the Concerned NGO/INGO

 

Work visa

All Romanian and Republic of Moldova nationals with a valid job offer in Pakistan are eligible to apply for this visa.

The applicants are required to upload:

  • Passport;
  • Passport size (2 in x 1.5 in) photograph with white background. The pictures should not be older than 3 months.
  • For Third Country Nationals (foreigners resident in Romania), Valid Romanian Visa or Residence Card;
  • Employment Agreement;
  • Letter of Recommendation from Board of Investment, Pakistan.
  • Letter from concerned Pakistan Department / Ministry, if governmental project;
  • SECP Registration Letter of Company, if non-governmental project in Pakistan;
  • Federal Board of Revenue based National Tax Number of the Company;
  • CV of the applicant;
  • Covering Letter from the current company of employment;
  • Profile of the current company of employment;

Machine Readable Passport (MRP)

The following documents would be required for issuance of new Machine-Readable Passport (MRP):

  • Valid Original CNIC/NICOP and a photocopy
  • Original Pakistani Passport and a photocopy
  • Residence Card of Romanian or Republic of Moldova (Copy & Original)
  • For children below 18 years both parents have to accompany the children
  • For children below 18, parents must produce original NICOP of children and parents’ own NICOP/CNIC along with their photocopies.
  • For children born in Romania and Republic of Moldova, please bring original Birth Certificate issued by Romania/Republic of Moldova Government, along with photocopy of birth certificate.

Birth Registration

Registration of the Child as Pakistani Citizen

For registration of newly born baby in Romania or Republic of Moldova as Pakistani citizens, the following documents are required:

  • Forms S.
  • Two recent photographs (2 in x1.5 in) of the child with white background of professional quality. The pictures should not be older than 3 months.
  • Birth Certificate of the child with both parents’ name on it signed and stamped by the Ministry of Foreign Affairs of Romania. (preferably both English &Romanian)
  • $10 may be submitted in the account of Embassy of Pakistan, Bucharest.
  • Original and Copies of the Passport & NICOP of Father and Mother (Mother’s NICOP must have Husband’s name on it).
  • Residence Card (Copy & Original)
  • In case of non-Pakistani Mother, an Affidavit signed by both parents declaring “No Objection” of the mother for registration of her child as Pakistani citizen.

 

Important Notices

  • Applications for registration of newly born babies are processed for newborn children of Pakistanis or dual nationals living in Romania and Republic of Moldova only.
  • NICOP (Online) &Machine Readable Passports applications require Birth Registration Certificate (Form S-I) issued by the Embassy.
  • Applications for issuance of Birth Registration Certificates are entertained only within six months of the birth of the child as per law.

Attestation of documents

  • The applicant or a person with authority letter, should be in possession of his/ her valid photo-identity document.
  • Documents will be returned on third working day provided no prior verification is required.
  • The identity documents i.e. passport, identity card and domicile certificate and land registries in original or copies of these documents are not attested.

Documents issued from Pakistan

  • The Embassy will only attest a document if it bears the prior attestation of the Consular Section, Ministry of Foreign Affairs, Islamabad or of its Camp Office in Karachi/Quetta/Lahore/Peshawar. The Embassy may refer any document to the concerned authorities in Pakistan for verification prior to its attestation.
  • Photocopy or English translation of a document will only be attested on presentation of the original document.
  • Documents once attested will remain valid forever and hence will not be re-attested.
  • Attestation of Marital Status related Documents: The Embassy will attest the marital status related documents after obtaining verification from concerned authorities in Pakistan.
  • For attestation of any Power of Attorney, the executant(s) has to be present in person to sign the Power of Attorney.
  • Academic Documents from Pakistan: Original academic documents to be attested first from Higher Education Commission of Pakistan (for BA and above), and from Inter Board Committee of Chairman (for F.A. and below), then by Ministry of Foreign Affairs, Islamabad, or from its respective Camp Offices in Karachi, Lahore, Peshawar and Quetta.

Documents issued from Romania and Republic of Moldova

 

The Embassy will only attest a document issued by Romanian or Moldovan authorities if it bears the prior attestation of the concerned Ministry of Foreign Affairs of Romania or Republic of Moldova as the case may be. The Embassy may refer any document to the concerned authorities for verification prior to its attestation.
