As per Pakistan Online Visa System (POVS), all the foreigners including Iranian (Except Somalian & Indian living in Iran) visit the Embassy for apply their visa after completion of required criteria.  

After online application, applicants must visit Embassy for interview and must be in possession of Personal identification documents (national ID card and Passport). All the relevant details are available at NADRA Website
