Ambassador Javed joined the Foreign Service of Pakistan in 1992 and has served at Headquarters in different political positions and capacities, whereas he has held numerous diplomatic assignments at Pakistan Missions Abroad. Prior to Itlay, he has been assigned to Buenos Aires, Washington DC, Rabat, Tripoli, Tokyo, and Muscat where he was appointed as Ambassador from 2016 - 2019.
Mr. Javed served as Additional Foreign Secretary for Africa for three years (Jan 2020 - Dec 2022). On his watch, 2 Pakistani Embassies in Niger and Tanzania were upgraded to Ambassadorial status and 5 new Embassies were established and operationalized in Djibouti, Rwanda, Uganda, Ghana, and Ivory Coast reinforcing the total number of Pakistani Ambassadors in Africa from 12 to 20.
During the same period, Ethiopia established its Ambassadorial Mission in Islamabad whereas Pakistan was re-connected to Africa by a direct flight via Ethiopian Air following a gap of nearly 20 years.
As Additional Foreign Secretary for Africa, he conceptualized and executed ‘MoFA - Pak Navy Staff Talks’ and organized its First Round at Naval Headquarters in 2022. He also executed ‘MoFA – JSHQ Staff Talks’ between the Africa Division and the Foreign Military Cooperation Branch of Joint Services Headquarters (JSHQ) earlier in the same year.
In addition to numerous bilateral initiatives, Ambassador Javed also initiated the first draft of MoU for Pakistan’s 1st ‘Strategic Partnership Argreement’ with a ‘Regional Economic Community (REC)’ of Africa, namely East African Community (EAC), an 8-Nation bloc in the closest proximity of Pakistan. Similarly, bilateral cooperation with the African Union (AU) Headquarters, ECOWAS, and IGAD was also launched.
He conceptualized ‘Pak-Africa Friendship Day’ celebrations across 20 capitals in Africa as well as various Humanitarian and Public Diplomacy initiatives from the “Africa Fund” which he established during 2020-2021. He also more than doubled, the number of Honorary Consuls of Pakistan in Africa.
He launched a full-spectrum, ‘Africa Day’ celebration in Pakistan on 25 May 2021 bringing 250 selected participants from Government, Diplomatic Missions, Honorary Consulates, Civil Society, Media, Think Tanks, Business, Defense, and Military Organisations in Pakistan on one platform from 27 African Capitals.
Earlier between March – May 2020, at the peak of the COVID crisis, he organized unprecedented emergency evacuations of nearly 2700 stranded Pakistani men women, and children from 22 Africa States through national carrier and private airlines from 3rd and 4th countries. Similarly, safe and swift evacations of African nationals from Paksitan to Africa were also successfully organized from different airports of Paksitan.
In Janauary 2021, while covid raged, he planned and executed an unprecedented ‘Humanitarian & Disaster Relief (HADR) Mission’ in coordination with a series of civil and military branches of government and delivered 1000 Tons of Rice to drought-hit areas in Niger through Paksitan Navy Ship ‘NASR’ following one-way journey of 8385NMs (equal of 15,529kms) from Karachi to Benin Port via Djibouti and Sudan, whereas from Benin to Niger, the rice land transported over 1100Kms to borders and then beyond.
Earlier between March – June 2011, as Acting Ambassador in Libya, he successfully organized the unprecedented emergency evacuation operations of 13 flights (including seven PIA 747s) from war-zones in Libya safely transferring 5600 citizens to Pakistan. He also organized evacuations of Pakistani families from war-torn Benghazi to the borders of Egypt via land and via Chinese & Turkish Navy Ships from Benghazi to Maramra Port (Turkey).
He assumed the Office of Ambassador to the Italian Republic on December 26, 2022. He is also Pakistan’s Non-Resident Ambassador to Slovenia, San Marino, and Albania where he presented ‘Letters of Credence’ to the Heads of States.
The Ambassador is also Pakistan’s Permanent Representative (PR) to 6 Rome-Based UN Agencies, namely, FAO, IFAD, WFP, ICCROM, UNDROIT, and IDLO. He served as Chair IDLO Standing Committee during 2023.
Bilaterally, since January 2022, the Ambassador launched ‘Pak-Italy Friendship Fourm’ and ‘Civil Societies Dialogue’ to build upon linkages with Italian civil society, Embassy ‘WhatsApp Broadcast’ (15000 members in 15 months) to establish efficient linkages with Pakistani community in addition to ‘Pak - Italy Students Forum’(on Facebook) for exchanges among present and potential Pakistani students.
In 2023, ‘The Italian Trade Agency’ established its Branch in Islamabad whereas IFAD’s ‘Home Country Office (HCO)’ was established following the July 2022 signing of ‘Home Country Agreement’. Pakistan and Italy have also established ‘Immigration Liaison Offices’ in Milan and Islamabad.
Ambassador is a graduate of Nat’l Security Course from Nat’l Defence University (Aug 2019 – Jan 2020). He was among the first batch of Foreign Service to re-attain foreign language expertise from Abroad having secured Advanced Diploma in Spanish with ‘Outstanding Excellence’ from the University of Salamanca, Spain, (1995-96). He also received basic training in the French language and manages Arabic.
