1. At the invitation of the President of the Kyrgyz Republic, His Excellency Sadyr Zhaparov, the Prime Minister of the Islamic Republic of Pakistan, His Excellency Muhammad Shehbaz Sharif, paid an official visit to the Kyrgyz Republic on 2 September 2026.

          During the visit, the President of the Kyrgyz Republic and the Prime Minister of the Islamic Republic of Pakistan held talks, during which they had a comprehensive exchange of views on the full range of Kyrgyz-Pakistan relations, as well as on topical issues of the regional and international agenda.

2. The talks were held in a traditionally friendly and cordial atmosphere, reflecting the high level of political understanding and mutual trust between the Kyrgyz Republic and the Islamic Republic of Pakistan.

          The Leaders noted with satisfaction the sustained positive dynamics of bilateral relations, based on the principles of mutual respect, sovereign equality, territorial integrity, non-interference in internal affairs, mutual benefit, and reaffirmed their commitment to further strengthening the Kyrgyz-Pakistan partnership.

3. The leaders emphasized that the official visit of the Prime Minister of the Islamic Republic of Pakistan is a logical continuation of the active high-level political dialogue held during the state visit of the President of the Kyrgyz Republic, H.E. Sadyr Zhaparov, to the Islamic Republic of Pakistan from 3-4 December 2025 and the official visit of the President of the Islamic Republic of Pakistan, H.E. Asif Ali Zardari, to the Kyrgyz Republic from 6-9 July 2026.

          The sides reaffirmed their commitment to the consistent implementation of the agreements reached and expressed their firm determination to bring bilateral cooperation to a qualitatively new practical level through further development of trade and economic, investment, transport and logistics, energy and humanitarian cooperation.

          The leaders welcomed the signing of the Program of Cooperation between the Ministry of Foreign Affairs of the Kyrgyz Republic and the Ministry of Foreign Affairs of the Islamic Republic of Pakistan for 2026–2027, noting its importance for further strengthening political dialogue and cooperation between the Foreign Ministries of the two countries.

4. The leaders reaffirmed that further deepening of trade, economic and investment cooperation is one of the key priorities of the Kyrgyz-Pakistan partnership.

          In this regard, they instructed the Governments of the two countries to ensure the consistent implementation of the agreements reached during high-level visits, enhance the practical effectiveness of the Kyrgyz-Pakistan Intergovernmental Commission on Trade, Economic, Scientific and Technical Cooperation, as well as ensure effective interaction among government bodies, interested organizations, financial institutions and business communities of the two States.

5. The leaders emphasized the need to transition to a new stage of economic partnership aimed at increasing the volume of mutual trade, expanding investment cooperation, developing industrial cooperation, establishing joint ventures and implementing mutually beneficial projects in priority sectors of the economy.

          The sides agreed to expand industrial and investment cooperation in the fields of mining and processing industries, agriculture, food, textile and light industries, pharmaceuticals, the halal industry and digital technologies, with particular emphasis on establishing joint ventures, localizing production, exchanging technologies and implementing mutually beneficial investment projects.

6. The leaders instructed the competent government authorities to prepare and implement a comprehensive Action Plan aimed at gradually increasing bilateral trade turnover to USD 200 million, improving mutual trade mechanisms, supporting joint investment projects, developing industrial cooperation and expanding business activity between the two countries.

          The sides emphasized the important role of the Kyrgyz-Pakistan Joint Business Council in developing direct ties between the business communities of the two countries and agreed to facilitate its activities aimed at promoting bilateral trade, investment and industrial projects.

          The leaders welcomed the signing of the Agreement on Cooperation between the Chamber of Commerce and Industry of the Kyrgyz Republic and the Federation of Pakistan Chambers of Commerce and Industry.

7. The leaders welcomed the establishment of the Tamchy Special Financial Investment Territory as a new platform of the Kyrgyz Republic for attracting international investment, modern financial technologies, innovation and global business. They expressed interest in developing cooperation between the Tamchy Special Financial Investment Territory and financial institutions, investment funds, banks and business communities of the Islamic Republic of Pakistan, including the development of joint investment projects, financial instruments and digital solutions.

          The sides supported the establishment of direct contacts between interested organizations and business communities of the two States with a view to making practical use of the opportunities offered by the Tamchy Special Financial Investment Territory.

8. The leaders emphasized that the expansion of direct economic interactions between the Kyrgyz Republic and the Islamic Republic of Pakistan, including trade, investment, industrial cooperation, financial cooperation and transport and logistics links, will make a practical contribution to strengthening economic connectivity between South Asia and Central Asia.

          The leaders welcomed the signing of the Memorandum of Cooperation in the Field of Virtual Assets between the National Agency for Virtual Assets and Block chain Technologies under the President of the Kyrgyz Republic and the Pakistan Virtual Assets Regulatory Authority of the Islamic Republic of Pakistan, emphasizing that this document marks a qualitatively new stage in deepening bilateral economic partnership. The sides noted the strategic significance of these documents, which lay a solid foundation for the integration of financial markets, the creation of a secure and transparent digital asset ecosystem, as well as for stimulating cross-border investment and technological innovation between the two States in the era of global digitalization.

9. The leaders noted the importance of further developing transport and transit cooperation between the Kyrgyz Republic and the Islamic Republic of Pakistan and reaffirmed their interest in developing reliable and economically efficient transport and logistics routes, increasing the volume of mutual freight transportation and creating favorable conditions for the sustainable transit of goods between the two countries.

          The leaders welcomed the signing of the Agreement between the Cabinet of Ministers of the Kyrgyz Republic and the Government of the Islamic Republic of Pakistan on Transit Trade, emphasizing that this strategic document opens up qualitatively new opportunities for expanding regional integration, substantially increasing the volume of mutual trade and optimizing logistics routes, thereby turning both countries into important transport hubs across South Asia and Central Asia.

10. The leaders reaffirmed the importance of the effective implementation of the existing Quadrilateral Agreement on Traffic in Transit and agreed to continue joint work to ensure the sustainable functioning of the transport route provided for under the Agreement, simplify the relevant transport, customs and administrative procedures, as well as eliminate operational obstacles in freight transportation.

11. The sides reaffirmed their interest in further utilizing the potential of Pakistan’s seaports to expand the foreign trade and transit opportunities of the Kyrgyz Republic, develop multimodal transportation and diversify transport and logistics routes between the two countries. The leaders instructed the competent authorities to continue practical work to create favorable conditions for carriers, contributing to an increase in the volume of mutual freight transportation.

          The sides welcomed the signing of the Bilateral Agreement on the intention to engage in Mutually Beneficial Cooperation in the Field of Postal Services and E-Commerce between OJSC “Kyrgyz Post” and Pakistan Post, noting the importance of developing modern delivery channels and e-commerce for expanding direct economic ties.

12. The leaders expressed interest in further strengthening cooperation in the energy sector, reaffirming mutual support for efforts to advance joint projects aimed at ensuring sustainable development.

          In this regard, the sides reaffirmed the importance of timely implementation of the CASA-1000 project. The leaders noted with satisfaction the establishment of the Joint Working Group on Energy and instructed it to develop specific proposals for cooperation in the fields of electric power, hydropower, renewable energy sources, energy infrastructure and the introduction of modern technologies for subsequent consideration within the framework of the Kyrgyz-Pakistan Intergovernmental Commission on Trade, Economic, Scientific and Technical Cooperation.

13. The leaders reaffirmed the significant potential for further development of cooperation in the fields of culture, education, science and innovation and expressed interest in expanding academic and cultural exchanges, strengthening partnerships between higher education institutions, cultural institutions and research centers, as well as implementing joint cultural and humanitarian, educational and scientific projects.

          The sides emphasized the importance of further improving cooperation in the field of medical education and interaction between the competent authorities and professional regulatory bodies of the two States with a view to ensuring the high quality of medical training.

          The leaders welcomed the signing of the Agreement between the Ministry of Science, Higher Education and Innovation of the Kyrgyz Republic and the Ministry of Science and Technology of the Islamic Republic of Pakistan on Scientific and Technological Cooperation , the Memorandum of Understanding between the Ministry of Education of the Kyrgyz Republic and the Federal Education and Professional Training of the Islamic Republic of Pakistan on Cooperation in the field of Education, the Memorandum of Understanding between the Ministry of Health of the Kyrgyz Republic and the Pakistan Medical and Dental Council of the Islamic Republic of Pakistan on cooperation in the field of Medical Education, as well as the Memorandum of Understanding between the National Defence University of the Islamic Republic of Pakistan and The National Institute for Strategic Initiatives under the President of the Kyrgyz Republic in the field of Academic Research and Cooperative Activities and the Memorandum of Understanding between the Institute of Strategic Studies Islamabad of the Islamic Republic of Pakistan and the National Institute for Strategic Studies under the President of the Kyrgyz Republic, particularly emphasizing the significance of these documents.

          The sides noted that these agreements establish a solid legal and institutional framework for scientific and educational cooperation, facilitate academic mobility, open up new opportunities for the training of highly qualified specialists and deepen expert level interaction, which will become a key driver for mutual goodwill and strengthening people to people interactions.

14. The sides emphasized the significant potential for cooperation in the field of tourism and agreed to facilitate an increase in mutual tourist flows, develop direct contacts between tourist operators and promote the tourism potential of the two countries.

          The leaders noted with satisfaction the establishment of the Kyrgyz-Pakistan Joint Working Group on Tourism and instructed it to identify specific areas of cooperation, including the joint promotion of tourism products, exchange of experience and development of interaction between representatives of the tourism industries of the two States.

15. The leaders reaffirmed their intention to strengthen interaction between the competent authorities of the two States in combating terrorism, extremism, transnational organized crime, illicit trafficking in narcotic drugs, psychotropic substances and their precursors, human trafficking, illegal migration, cybercrime and other contemporary challenges and threats.

                    The sides welcomed the signing of the Treaty between the Kyrgyz Republic and the Islamic Republic of Pakistan on Extradition, the Agreement on Mutual Legal Assistance in Criminal Matters, as well as Memorandum of Understanding between the Ministry of Internal Affairs of the Kyrgyz Republic and the Ministry of Interior and Narcotics Control of the Islamic Republic of Pakistan on Cooperation in Combating Illicit Trafficking of Narcotic Drugs, Psychotropic Substances, new Psychoactive Substances, their Precursor Chemicals and Related Issues, particularly emphasizing the fundamental importance of this set of documents for strengthening cooperation in these areas. The leaders noted that these agreements establish a solid international legal framework for effectively combating transnational crime, expand opportunities for protecting the rights and legitimate interests of citizens in the territories of both States, and bring institutional cooperation between the law enforcement agencies of Kyrgyzstan and Pakistan to a new level.

16. The leaders reaffirmed their interest in further developing cooperation in the field of defence and strengthening contacts between the relevant agencies of the two States.

17. The leaders emphasized the importance of further developing cultural and humanitarian, inter-regional and inter-municipal ties as an important element in strengthening friendship and mutual understanding between the people of the Kyrgyz Republic and the Islamic Republic of Pakistan.

          In this regard, the sides welcomed the signing of the Agreement on the Establishment of Sister City Relationship between the City of Osh of the Kyrgyz Republic and the City of Lahore of the Islamic Republic of Pakistan.

18. Prime Minister of the Islamic Republic of Pakistan H.E. Muhammad Shehbaz Sharif congratulated the Kyrgyz Republic on hosting the VI World Nomad Games, noting their unique role in strengthening international cultural and humanitarian cooperation, preserving historical and cultural heritage and promoting inter-civilizational dialogue.

          The Kyrgyz Side highly appreciated the participation of the Pakistani sports delegation.

19. The leaders reaffirmed their commitment to further coordination and cooperation within the United Nations, the Shanghai Cooperation Organization, the Organization of Islamic Cooperation, the Economic Cooperation Organization and other international and regional organizations on issues of mutual interest.

20. The Pakistani side highly appreciated the successful chairmanship of the Kyrgyz Republic in the Shanghai Cooperation Organization in 2025–2026 and the holding of the meeting of the SCO Council of Heads of State in Bishkek in the year of the Organization’s 25th anniversary, reaffirming its readiness for further close cooperation within the Organization.

          The Kyrgyz Side expressed support for the chairmanship of the Islamic Republic of Pakistan in the Shanghai Cooperation Organization, and Economic Cooperation Organization for 2026–2027 reaffirming its readiness for further coordination of efforts to advance initiatives aimed at strengthening regional stability, connectivity and sustainable development.

21. The Prime Minister of the Islamic Republic of Pakistan congratulated the Kyrgyz Republic on its election as a non-permanent member of the United Nations Security Council for 2027–2028 and reaffirmed readiness for further close coordination and cooperation within the United Nations with a view to strengthening international peace, security and sustainable development.

          The President of the Kyrgyz Republic expressed gratitude to the Islamic Republic of Pakistan for its support for the Kyrgyz Republic at the United Nations. He also commended the Islamic Republic of Pakistan for its contributions towards international peace and security during its term as the non-permanent member of the UN Security Council for the year 2025-26.  

          Both sides expressed their commitment to continue cooperating closely on matters pertaining to regional and international peace and security during Kyrgyz Republic's UNSC term.

22. The Kyrgyz Side noted the efforts of the Islamic Republic of Pakistan aimed at contributing to international efforts to ensure peace, stability and dialogue in the Middle East.

          The President of the Kyrgyz Republic welcomed the mediation efforts of the leadership of the Islamic Republic of Pakistan, led by Prime Minister H.E. Muhammad Shehbaz Sharif, which contributed to the signing of the Islamabad Memorandum of Understanding.

23. The sides noted that stability and sustainable economic development in the region are of great importance for expanding trade, transport, energy cooperation and connectivity between South Asia and Central Asia.

24. Condemning terrorist attacks in the region and beyond, the leaders reaffirmed that peace and stability in the region are critical for progress and prosperity. They agreed to work together at all forums, including the UN, SCO and OIC to combat terrorism in all its forms and manifestations.

          The leaders stressed the significance of stability and security in Afghanistan as an important condition for realizing the vision of seamless connectivity between South Asia and Central Asia. In this regard, both leaders reiterated that the Afghan territory should not be used for activities that pose threat to the security of other countries, in accordance with its international obligations. They agreed that a secure and conducive environment is necessary to realize the enormous potential of cooperation and connectivity between South Asia and Central Asia.      

          The leaders emphasized prompt and peaceful settlement of all outstanding disputes and conflicts through peaceful means in accordance with international law and the principles and purposes of the UN Charter, instead of resorting to unilateralism.

25. The Pakistani side reaffirmed its support for the international initiatives of the Kyrgyz Republic aimed at advancing the global mountain agenda, sustainable development of mountain regions and adaptation to climate change, including the holding of the Second Global Mountain Summit “Bishkek+25” in 2027, and expressed its readiness to actively participate in its work.

          The leaders welcomed the signing of the Memorandum of Understanding on Cooperation in the Field of Environment and Climate Change between the Ministry of Natural Resources, Ecology and Technical Supervision of the Kyrgyz Republic and the Ministry of Climate Change and Environmental Coordination of the Islamic Republic of Pakistan.

26. The leaders agreed that the official visit of Prime Minister of the Islamic Republic of Pakistan H.E. Muhammad Shehbaz Sharif opens a new chapter in Kyrgyz-Pakistan cooperation, to be based on the consistent implementation of the agreements reached, further expansion of trade, economic and investment cooperation, strengthening of transport and logistics cooperation, and development of mutually beneficial partnership in all areas of mutual interest.

27. The leaders reaffirmed their intention to continue the practical implementation of the agreements reached during the state visit of the President of the Kyrgyz Republic H.E. Sadyr Zhaparov to the Islamic Republic of Pakistan in December 2025, the official visit of the President of the Islamic Republic of Pakistan H.E. Asif Ali Zardari to the Kyrgyz Republic in July 2026, and the official visit of the Prime Minister of the Islamic Republic of Pakistan H.E. Muhammad Shehbaz Sharif to the Kyrgyz Republic, viewing them as a single consistent foundation for the further development of bilateral cooperation.

28. The leaders particularly noted that the expansion of investment cooperation, development of industrial cooperation and improvement of transport and logistics cooperation meet the long-term interests of the people of the Kyrgyz Republic and the Islamic Republic of Pakistan and create a solid foundation for the further qualitative development of bilateral relations.

29. Prime Minister of the Islamic Republic of Pakistan H.E. Muhammad Shehbaz Sharif expressed his sincere gratitude to the people of the Kyrgyz Republic, the President of the Kyrgyz Republic H.E. Sadyr Zhaparov and the Government for the warm hospitality extended to the Pakistani delegation and the high level of organization of the official visit, and invited the President of the Kyrgyz Republic to pay a return visit to the Islamic Republic of Pakistan at a time convenient to him.

          The President of the Kyrgyz Republic accepted the invitation with gratitude. The dates of the visit will be agreed through diplomatic channels.
