INVITATION FOR BIDS

(SINGLE-STAGE TWO ENVELOP)

Ministry of Foreign Affairs, Islamabad invites sealed bids from reputed Contractors/firms registered with Pakistan Engineering Council (PEC) for the year 2023-2024 in category C-5 or above with relevant code of work for below  mentioned work:

1. Bidding will be carried out by adopting “Single Stage Two Envelope (SSTE)” procedure as per Clause-36(b) of Public Procurement Rule-2014.
2. The bid shall be a single package consisting of two separate envelops, containing separately the financial and technical proposals.
3. Envelops shall be marked as “Financial Proposal” and “Technical Proposal”.
4. In the first instance, technical proposal shall be opened and evaluated as per criteria given in bidding documents i.e. (TORs).
5. After the technical evaluation and approval of the proposal, the Ministry of Foreign Affairs will open the financial bids only of the technically responsive bidders on the date, time and venue communicated later.
6. Pre-bid meeting will be held on 06 June 2024 at 1100 Hours in Conference Room, 3^rd floor, Agha Shahi Block, Ministry of Foreign Affairs, Islamabad.
7. The bidders shall bid for complete scope of work as specified in bidding documents. Incomplete bids or bids covering partial scope of work will be rejected.
8. All bids must be accompanied by a bid security in the shape of irrevocable bank guarantee or CDR of the amount specified in the bidding documents issued by the Ministry of Foreign Affairs.
9. Bidding documents can be obtained upon written request from the office of undersigned on payment of 5,000/-(Non-refundable) in shape of Demand Draft or Pay order from any schedule Bank in the favor of Ministry of Foreign Affairs, Islamabad along with following information during office hours from 29 May 2024 to 12 June 2024.
10. Name of the Firm with full address, telephone & fax No of Head office and Branch offices.
11. A copy of articles and memorandum of association of Firm/partnership deed.
12. Registration with Pakistan Engineering Council having registered in category C-5 or above with relevant code of works.
13. Similar nature of projects (magnitude and complexity) in-hand.
14. Detail of litigation and arbitration cases, if any, in which the contractor/firm has been involved.
15. Evidence of registration with Income Tax Department.
16. Affidavit that firm is not black listed/ disqualified by any Government, semi Government or any autonomous Department.

This Tender Notice is also available on PPRA website (www.ppra.org.pk) as well as EPADS. All firms are directed to quote their rates on online portal EPADS as well as original bid/rates must be submitted in hard form in the office of undersigned by the bidders or through their legally authorized representatives only.

Application marked “Technical and Financial Proposal” Rehabilitation and Renovation of Ghazi Ilm Din Shaheed Hostel (GIDSH), G-5, Islamabad should reach the undersigned on or before 12 June 2024 at 1300 hrs. Technical proposals shall be opened on same day at 1330 hrs.
