The Community Welfare (CWA) Section of the Consulate General of Pakistan, Milan is dedicated to safeguarding the welfare of the Pakistani community in Northern Italy. The section provides assistance in emergencies, facilitates consular welfare services, and acts as a liaison between Pakistani nationals and the relevant authorities in Italy and Pakistan.
The Community Welfare Section currently provides the following services:
Emergency Travel Document (ETD)
Death Nulla Osta (Repatriation of Human Remains)
Khuli Kachehri (Open Public Hearing)
Assistance in emergency and welfare-related cases
An Emergency Travel Document (ETD) may be issued to Pakistani nationals who urgently need to travel to Pakistan but are unable to obtain or use their passport due to exceptional circumstances.
The ETD may be issued in cases including, but not limited to:
Loss or theft of passport.
Expired passport in emergency situations.
Deportation or repatriation cases.
Serious humanitarian or compassionate circumstances requiring immediate travel.
Other exceptional cases approved by the Consulate.
Applicants are required to appear personally before the Consulate with their available identity documents and any supporting evidence relevant to their case. Since every application is assessed individually, the Consulate may request additional documents or conduct further verification before issuing an Emergency Travel Document.
Please note: An Emergency Travel Document is issued solely for travel to Pakistan and is not a substitute for a regular passport.
The Consulate issues Death Nulla Osta to facilitate the repatriation of the remains of Pakistani nationals who have passed away in Italy.
The following documents are generally required:
Death Certificate issued by the Comune.
Death Certificate issued by the Hospital.
Nulla Osta from the Italian Police/Judicial Authorities (where applicable, such as accidental or unnatural deaths).
Request from the Funeral Agency.
Copy of the Passport and Pakistani identity documents of the deceased.
Written request from a family member for repatriation.
Copy of the identity documents of the requesting family member.
There is no Consular fee for the issuance of a Death Nulla Osta.
The Consulate regularly organizes Khuli Kachehri (Open Public Hearing) to provide members of the Pakistani community with an opportunity to meet Consular officers, discuss their concerns, and receive guidance on consular and community welfare matters.
These sessions are held periodically at the Consulate as well as in different cities across Northern Italy to facilitate easier access for the community.

Pakistani nationals facing emergencies or requiring urgent consular assistance are encouraged to contact the Community Welfare Section during office hours. In genuine emergencies outside office hours, applicants may contact the Consulate's emergency contact number for immediate assistance.
