Air Marshal (Retd) Muhammad Mughees Afzal is a seasoned defence strategist and aviation industry leader, bringing over three decades of operational command, aerospace manufacturing expertise, and institutional leadership from his distinguished career in Pakistan Air Force (PAF). With insightful command experience across military aviation, strategic operations, human capital development, and institutional security paradigm, he is regarded as one of Pakistan’s most accomplished Air Force commanders and aerospace administrators.
As Chairman of the Pakistan Aeronautical Complex (PAC) Board, he oversaw the governance and strategic operations of Pakistan’s premier aerospace and defence manufacturing ecosystem. Under his leadership, PAC advanced its role as the industrial backbone of PAF, leading initiatives across 4th Generation Fighter Jet (JF-17 Thunder) production, aircraft overhaul, and cutting edge avionics development across four specialized industrial units. His leadership directly contributed to fleet sustainability, indigenous capability development, and aerospace innovation at national level.
Across his service career, Air Marshal Mughees commanded Western and Southern Air Commands of Pakistan Air Force, overseeing comprehensive air operations, resource mobilization, and inter-agency coordination. As Director General Security of PAF, he held the most critical responsibility of safeguarding the integrity of the PAF’s operational and marital infrastructure across the country. This mandate required establishing robust security protocols spanning physical, objective, and personnel security domains. His commitment to human capital excellence was reflected in his tenure as Assistant Chief of Air Staff (Training) and Director Personnel, where he exhibited strategic development of officer cadres, integrating modern military pedagogy with operational readiness. Later, his deployment at Ministry of Foreign Affairs equipped him with necessary diplomacy apparatus and expertise to operate in a multinational environment abroad as a high-level state representative.
As an accomplished aviator, he flew over 3,200 flying hours and held senior command roles, by leading a Fighter Squadron, Operational Flying Wing, and a an Operational Air Base. His tenure as an Instructor Pilot at UAE Air Force Academy underscores his international credibility, proven cross-cultural leadership capabilities and diplomatic outreach. He holds two Master’s Degrees and multiple strategic, leadership and Senior Management courses from renowned national and international institutions including George C. Marshall Center, Germany and Harvard University, USA. In recognition of his distinguished services, he was awarded with Sitara-e-Imtiaz (Military) by the Government of Pakistan.
